How Illinois income tax is calculated
Illinois starts from federal adjusted gross income, subtracts the exemption and multiplies the rest by 4.95%. Because the rate is flat, your marginal state rate and the rate on your last dollar are the same at every income.
The exemption is not available to everyone. It is disallowed once federal adjusted gross income passes $250,000, or $500,000 on a joint return. It is a cliff, not a phase-out: one dollar over the limit and the whole exemption is gone.
Chicago and other cities
Illinois cities and counties, including Chicago, do not levy income taxes on employees. A Chicago paycheck is taxed the same as one anywhere else in the state.
